Water Main Replacement, Clifton and Passaic: Paulison Ave (Highland Ave to Lincoln St) Phase 1

Project Overview

Project Number: 25-B-10

Estimated Budget: $4 million

Start Date: July 6, 2026

Anticipated Completion: December 2026

Contractor: PACT One

Project Description:

We’re replacing an existing water main located on Paulison Avenue between Highland Avenue and Lincoln Street upgrading the water system in Clifton and Passaic to make it stronger, safer, and ready for the future.

This project includes the replacement of 4,800 LF of an existing critical 16-inch water main installed in the mid 1920’s with a new 12-inch ductile iron water main, and new valves, hydrants and service connections. The anticipated construction costs are estimated to be around $4 million.

Replacing this critical section of pipeline will help minimize service disruptions caused by aging infrastructure and improve the utility’s ability to operate and maintain the system. These upgrades will also strengthen fire protection capabilities and support continued investment in dependable water service for the surrounding communities.

  • Will the work be done during the day, or at night? Will I have access to get on and off my street - it is a dead end? Will I experience brown water and if so will I be given enough advance notice? Why were we just told about this, with an upcoming holiday weekend trying to get bottled water is going to be a problem.

Construction will take place Monday through Friday, generally between 7:00 AM and 5:00 PM.  Every effort will be made to maintain access to homes and side streets. Temporary delays may occur while work is taking place directly in front of a property.  Temporary discolored water may occur periodically throughout the project as crews replace the water main and operate valves. If significant impacts or planned water service interruptions are anticipated, affected customers will be notified in advance whenever practical.  The construction schedule was finalized shortly before work began. No planned water service interruptions requiring bottled water are anticipated.
