Water Main Replacement, Clifton and Passaic: Paulison Ave (Highland Ave to Lincoln St) Phase 1
Project Overview
Project Number: 25-B-10
Estimated Budget: $4 million
Start Date: July 6, 2026
Anticipated Completion: December 2026
Contractor: PACT One
Project Description:
We’re replacing an existing water main located on Paulison Avenue between Highland Avenue and Lincoln Street upgrading the water system in Clifton and Passaic to make it stronger, safer, and ready for the future.
This project includes the replacement of 4,800 LF of an existing critical 16-inch water main installed in the mid 1920’s with a new 12-inch ductile iron water main, and new valves, hydrants and service connections. The anticipated construction costs are estimated to be around $4 million.
Replacing this critical section of pipeline will help minimize service disruptions caused by aging infrastructure and improve the utility’s ability to operate and maintain the system. These upgrades will also strengthen fire protection capabilities and support continued investment in dependable water service for the surrounding communities.

Passaic Valley Water Commission (PVWC) will begin construction on a major water main replacement project along Paulison Avenue between Highland Avenue and Lincoln Street on Monday, July 6, 2026. The approximately $4 million infrastructure improvement project is expected to be completed in December 2026, weather permitting.
The project will replace approximately 4,800 linear feet of a critical 16-inch water main, originally installed in the mid-1920s, with a new 12-inch ductile iron water main, along with new valves, fire hydrants, and service connections. Construction will be performed by PACT One.
The existing water main has served the community for decades but has become increasingly susceptible to leaks and repairs due to its age, shallow installation depth, and the heavy traffic carried along Paulison Avenue. Replacing this vital section of pipeline will help reduce future service interruptions, improve system reliability, and provide long-term benefits for customers in both Clifton and Passaic.
"This project represents another important investment in modernizing our water infrastructure," said Yitz Weiss, Interim Executive Director of Passaic Valley Water Commission. "By replacing this aging transmission main, we're strengthening the reliability and resiliency of our water distribution system while enhancing fire protection and ensuring our communities continue to receive safe, dependable drinking water for decades to come."
The new water main will create a stronger, more interconnected transmission system by establishing a secondary transmission loop in the area. This increased redundancy will improve water flow, maintain more consistent pressure, and enhance the system's ability to continue delivering water during emergencies or future maintenance activities. The new main will also be installed at a greater depth, providing additional protection for this critical infrastructure.
Reliable water infrastructure is essential to supporting economic development, neighborhood revitalization, and public safety. This investment reflects PVWC's ongoing commitment to replacing aging infrastructure while building a more resilient water system for future generations.
Residents and motorists should expect temporary construction activity, including equipment, lane shifts, and parking restrictions in work areas during construction hours. Every effort will be made to minimize disruptions and maintain access throughout the project.

this is an upcoming stage for Water Main Replacement, Clifton and Passaic: Paulison Ave (Highland Ave to Lincoln St) Phase 1
1. Secures a stronger water network for the Passaic Valley Water System
The new 12-inch water main will create a secondary transmission main loop in the area providing improved flows and pressures and resiliency for customers in the project area. The better interconnected a system is, the more resilient the water delivery system is.
The new water main will be placed at a deeper depth to provide added protection to our infrastructure.
The existing water main located within Paulison Avenue ranges from 55 to over 100 years old. Due to heavy traffic and shallow placement, these lines have needed frequent repairs and have caused significant property damage and inconvenience. Replacing them is essential to ensure a reliable and efficient water supply for customers.
3. Supporting Community Growth and Development
Reliable water services are fundamental to attracting new businesses and residents, thereby contributing to the economic growth of the area. The Water Main Replacement, Clifton and Passaic: Paulison Ave (Highland Ave to Lincoln St) is a strategic investment that addresses critical infrastructure needs, enhances public safety, and supports the sustainable growth of the community.
